How Bestari Came to Be
Bestari was founded by a small group of Malaysian legal practitioners who had each spent years working within larger firms, often handling employment and labour matters alongside commercial work. Over time, each of us observed the same pattern: clients with pension-related concerns were frequently deferred, referred elsewhere, or given only brief attention because the matters were considered too modest in commercial value for conventional legal practice.
That observation prompted a different kind of firm. In establishing Bestari, the intention was to build a practice where pension matters receive the same structured attention as any other form of legal work — where a retired civil servant's query about a contested calculation, or a private-sector employee's concern about missing EPF contributions, is treated with the seriousness it deserves.
Our office at Menara Q Sentral in Kuala Lumpur was chosen deliberately for its accessibility. Clients arriving from across the Klang Valley can reach us directly from KL Sentral, and for those who prefer, consultations by telephone or written correspondence are equally available.
Since opening our doors, we have assisted clients across a broad range of situations: straightforward orientation sessions for those approaching retirement, complex disputes requiring court engagement, and ongoing retainer arrangements for clients whose retirement portfolios require continuous attention.

Ahmad Hafiz bin Zainuddin
Principal Counsel & Founder
Called to the Malaysian Bar in 2004, Ahmad Hafiz spent fifteen years in employment and labour law before founding Bestari. He leads on pension recovery matters and Industrial Court proceedings, and has particular experience with civil service pension disputes.
Noorashikin binti Ramli
Senior Legal Advisor
Noorashikin holds an LLM in commercial law and has practised for over twelve years, focusing on EPF contribution matters, private retirement scheme structuring, and long-horizon retainer engagements for clients with complex portfolio histories.
Chong Wei Liang
Legal Associate
Wei Liang joined Bestari in 2021 and focuses on client orientation sessions, document review, and correspondent management. He works in both English and Mandarin, and assists clients navigating EPF matters involving former employers.

How We Maintain Our Practice
Malaysian Bar Membership
All practising members of the Bestari team hold current Annual Practising Certificates issued by the Bar Council of Malaysia, subject to the Legal Profession Act 1976.
Data Protection Compliance
Client information is managed in accordance with the Personal Data Protection Act 2010 (PDPA). Documents shared with our practice are held securely and not disclosed without express consent.
Written Engagement Terms
Every engagement begins with a written letter of engagement setting out scope, fees, and expectations. Clients are not committed to further action until they have reviewed and agreed to the terms.
Post-Session Written Notes
After each consultation, we provide a written summary of the matters discussed and any steps identified. This is particularly valued by clients who wish to review the session with a family member.

Pension and Retirement Legal Work in Malaysia
Pension law in Malaysia operates across several frameworks. The Employees Provident Fund (EPF), governed by the EPF Act 1991, covers the majority of private-sector employees. Civil servants' pensions fall under the Pensions Act 1980 and the administration of KWAP. The Private Retirement Scheme (PRS) framework, introduced under Securities Commission oversight, provides a third layer for voluntary retirement saving.
Disputes and complications arise in each of these contexts. EPF contribution discrepancies — where an employer has deducted contributions but not remitted them — are more common than many employees realise. Benefit calculation errors, delays in approved withdrawal processing, and contested beneficiary nominations each require different approaches depending on the specific circumstances.
For civil servants and those who have held both public and private sector roles, pension entitlements can involve KWAP pension calculations, gratuity matters, and the interaction between EPF accounts and civil service pension rights. These intersections require careful analysis and, in some cases, formal correspondence or representation.
Bestari operates exclusively in this field. We do not carry broader commercial or litigation practices. Our focus allows us to maintain close familiarity with the regulatory environment — EPF circulars, court decisions in employment matters, and KWAP administrative processes — without the distraction of unrelated work.
